The city of Bell salary scandal has made international news – and it won the Los Angeles Times a Pulitzer Prize for its coverage. Before that, there was a lesser-known investigation into Orange County local governments and the annual salaries of public employees that tallied as much as $460,809.
Brandman University student Janice Voshall, with Cindy Smith, discovered the details while spending four months sifting through public records, researching the salaries for a Laguna Hills City Council candidate. The data, which was not readily available and at times hidden, was enough to fill an office and resulted in a report that also detailed car allowances and expense accounts. The information created a firestorm and suddenly, Voshall was in the national media spotlight and testifying before the state Legislature.
“It is important for the public to have the information they need in order to make informed decisions when voting,” Voshall says. “A democracy needs citizen involvement, and I am happy when I can play a role in inspiring people to care about their local communities.”
