![]() Executive Director, Children & Families Commission of Orange County Age: 52 Fact: At age 32, he was appointed to head the Environmental Management Agency, making him the youngest department head in the county’s government history. His thoughts on success: “Spending is not a measure of success; results are what matters.” As executive director of the Children & Families Commission of Orange County, Ruane is actively working to ensure that every family is healthy and educated: “In today’s harsh budgetary climate, people aren’t looking at the future. Our job is to make sure programs are producing effective results and improve health and educational outcomes for children today – and in two to three years from now.” From 2007 to 2008, the organization gathered $54 million in funds for local services, which include programs for health, parenting, development and education. “We are doing everything we can to bring more funds to Orange County, which has always been a donor county to the state and federal governments,” says Ruane, who has also been teaching a capstone course in UC Irvine’s graduate program in urban planning since it started more than 16 years ago. “Right now, we are creating innovative programs to address the shortage of pediatric specialists and nurses,” he says. “Also, we are working in partnership with the O.C. business community and educational leaders to address the educational achievement gap, specifically in literacy and math skills.” – Ashley Eliot OC METRO's 2009 Hot 25 honorees: Toby Bost | Mike Gillespie | Anil Puri | Sean Collins Kevin Boylan & T.K.
