Irvine's strategic plan, continued ...

Among the measures outlined in the amended report:

•    Acquiring existing residential property for use as affordable housing
•    Acquiring funding for purchasing, restoring and maintaining the properties
•    Working with property owners and developers on affordable rental programs

In the area of efficiency, the plan outlines various efforts the city has initiated to streamline services and tighten staffing when possible without jeopardizing its quality of services. Going forward, the city aims to continue integrating new technology, further streamline operations to help adjust to the current economic climate.

Finally, the stress test was conducted to determine where the city stands in terms of revenue vs. expenditures, given the current poor economic conditions.

The analysis projects a $2.5 million imbalance during the 2011-2012 fiscal year. The city will address how to correct that imbalance in future discussions. (A $4.9 million imbalance is projected for this fiscal year, which is expected to be mitigated through the next budget process.)
