Long involved with the Bolsa Chica Ecological Reserve and Land Trust, Harman also helped obtain $65 million in funding for the purchase of the lower bench in 2004.
John Donnelly, executive director of the Wildlife Conservation Board, expects the project to be completed by this fall.
